Papers Over Projects: The Quiet Failure of India's Electronics Engineering Education

Disclaimer: This reflects my personal opinion, based on observations in the industry. It isn't meant to generalize every college, professor, or student — if it doesn't match your experience, that's a fair disagreement.

I started building ElectronicWings- a hardware developers' community — in 2014. Since then, I've worked closely with electronics and embedded engineers every day. I've also interviewed hundreds of Electronics/Embedded freshers over the last 10 years, and in that time I've noticed a strange pattern in the Indian engineering education system: a push toward IEEE (and other) paper publications, often at the cost of actual project skill.

A final-year ECE student walks into an interview showcasing multiple IEEE conference papers on their resume. I ask a simple question: "Walk me through why you chose this value for the pull-up resistor." Or how you built this?

Silence. Then a guess. Then a wrong guess.

Meanwhile, a self-taught student with zero publications — someone who spent their final year debugging a flaky I2C bus at 2 AM — walks into the same interview and gets the offer.

Something is broken in how we're training electronics engineers. And it isn't a talent problem. It's an incentive problem.

The disconnect nobody wants to name

Indian engineering colleges, especially in ECE, have quietly optimized for a metric that has almost nothing to do with engineering competence/skills: the number of IEEE papers a student publishes before graduating.

Ask why, and the answers all trace back to the same place — not the student's career, but someone else's scorecard.

The incentive chain

This didn't happen by accident. Follow the money and the metrics, and the pattern is obvious.

Accreditation and rankings reward papers, not Engineering skills: NBA and NAAC accreditation processes, and NIRF rankings, weight faculty publication output and research metrics heavily. A college's prestige — and its ability to attract the next batch of students — depends partly on how many papers its faculty and departments produce, indexed and citable.

Faculty careers depend on it directly: A professor's promotion under the API/PBAS scoring system is tied to publication count. A professor who gets ten students to co-author papers under their name accelerates their own career. The student is, functionally, free labor for someone else's CV.

Marketing issue: "Our students published in IEEE-indexed conferences" is a sentence that sounds impressive to everyone, even though it says nothing about whether the student can build a working product.

Put together: the pressure to publish doesn't originate from what industry wants. It originates from what colleges and professors need to look good on paper — literally.

 

Engineering paralysis

Once you understand the incentive, the behaviour it produces stops being surprising.

Reverse-engineered novelty: Instead of starting with a real engineering problem and building a solution, many student projects start with "what angle can we frame as novel enough for a paper?" The project exists to justify the paper — not the other way round. Most of the time, students aren't allowed to work on the project they actually want to build. Instead, they're pushed to find a topic where paper publication is possible.

Minimum viable demo, not a working system: A huge share of these projects never leave the breadboard, or exist only as a simulation. Enough is built to generate a results section and a demo photo for the review panel. Robustness, edge cases, real-world testing — none of that matters once the paper is submitted.

The Pay-to-Publish pipeline: India has a thriving ecosystem of "IEEE Xplore indexed" conferences. Most of those will accept almost anything for a fee. Pay, present a poster, get indexed. These conferences don't reject weak work because rejecting work isn't their business model — collecting fees is. This devalues the IEEE name itself and gives students a false credential that looks legitimate on a resume but reflects near-zero peer scrutiny.

AI-written papers passing every checkbox: This is the newest and most corrosive version of the problem. Students now use AI tools to draft entire papers — literature review, methodology section, even fabricated or lightly-massaged results — and the output sails through plagiarism checkers because it's not copied, it's generated. It passes formatting review. It passes the conference's technical committee, because many of these venues barely review at all. The paper exists, indexed and citable, and the student may not have built anything, understood the domain, or even fully read their own "results" section. The credential is now completely decoupled from the work. Where predatory conferences broke the review filter, AI-written papers break the authorship filter — a student doesn't even need to understand the topic to produce a "publication."

Noise over signal: countless hours go into formatting a paper for IEEE templates, responding to reviewer comments, or preparing a conference presentation- hours not spent designing, debugging, testing, or building a second, better version of the project. Time goes into documentation instead of into the engineering itself.

 

What industry actually hires for

Talk to anyone doing technical interviews for embedded or hardware roles, and the pattern is consistent. Nobody asks for your paper count. They ask you to:

  • Design, debug, build
  • Resistors, capacitors, Inductors- basic practical electronics.
  • design decision
  • Explain why a circuit you built behaves the way it does
  • Debug a piece of firmware live, in front of them
  • Reason through what happens when a component fails or a signal is noisy

These are skills built by hundreds of hours of hands-on iteration — building, breaking, fixing. Not by writing a paper about a project that ran once, successfully, for the sake of a demo.

A published paper with no functioning hardware isn't a neutral, harmless credential. It's often a negative signal once the interviewer starts asking real questions and discovers the student can't defend their own project.

 

To be fair- publishing isn't the enemy

This isn't an argument against research or publication as such.

  • Students genuinely headed toward an MS or PhD abroad need publications — for them, this is correct signaling, not paralysis. The problem is when students on the industry/hardware track are pushed through the same publish-first pipeline meant for research-track students.
  • Good research and good hardware aren't mutually exclusive. Plenty of legitimate IEEE papers document real, working, well-characterized systems. The failure isn't the paper — it's an incentive structure that rewards the paper regardless of what's underneath it.
  • Some companies, especially R&D-heavy ones, do value publications. The point isn't that papers are worthless everywhere — it's that for most ECE hiring (embedded systems, product companies, hardware startups), a demonstrated, defensible project outweighs an unexamined paper.

 

What needs to change

Colleges should evaluate projects on design depth and engineering work behind them — not paper count. Reward what gets built: how an idea, small or big, is taken toward a finished product through field testing, iteration, and improvement. A well-designed, working project should outrank a co-authored paper on a resume review.

Professors should mentor toward real builds and treat any resulting paper as a byproduct of good engineering work, not the goal the work was built to serve.

Students need to consciously choose their track. If you're industry-bound, your final year is better spent building good project than chasing a publication line for your resume. If you're research-bound, publish — but do it because the research is real, not because a professor needs a co-author.

Closing

Companies don't hire literature reviews. They hire people who can make hardware work, explain why it works, and fix it when it doesn't. Until Indian engineering institutes realign what they reward with what the industry actually values, we'll keep producing graduates with impressive-looking resumes and a very shaky answer to "walk me through your circuit."
