John powers an Arduino from USB.
Accidentally, the 5V pin is shorted to GND for a moment.
After removing the short, the Arduino does not power up via USB for 10 to 20 seconds.
However, after some time, it starts working again. Why?

The USB port ESD protection- needs time to reset (few seconds)
PPTC resettable fuse needs time to cool down and return to low resistance
The TVS diode near USB stays shorted for a few seconds to few minutes after a spike
The board capacitor takes time recharge slowly, so power comes back late
